Bailey Park Home Improvement Program
The Bailey Park Home Improvement Program is a comprehensive, community-centered initiative designed to support Detroit residents—particularly those in the McDougall-Hunt and Poletown neighborhoods—with maintaining safe, energy-efficient, and affordable homes. Through strategic partnerships and a range of services, we help low- to moderate-income homeowners access essential repairs, energy upgrades, property tax relief, and affordable housing opportunities.
Key Components of the Program
- Minor Home Repair: Launched in 2020, this initiative provides critical home repairs to improve safety, comfort, and sustainability. Services include furnace and water heater repair, roofing, doors, windows, steps, plumbing, and electrical system improvements.
- DTE Energy Efficiency Assistance (EEA) Program: As a DTE EEA Partner, Bailey Park connects eligible residents to no-cost energy upgrades such as insulation, air sealing, LED lighting, and ENERGY STAR® appliance replacements—helping reduce energy bills and enhance home comfort.
- Pearl Edison Partnership: In collaboration with Pearl Edison, we simplify the process of home electrification and energy efficiency improvements. Their platform provides instant estimates, identifies available rebates, and connects homeowners with trusted contractors to install high-efficiency systems like heat pumps.
- HOPE Property Tax Exemption: Through the City of Detroit’s HOPE program, Bailey Park helps income-qualified homeowners apply for full or partial property tax exemptions (ranging from 10% to 100%), reducing financial burdens and helping families remain in their homes.
- Housing Rehabilitation: In 2023, Bailey Park received a donated three-unit property at 2125 Theodore Street, which is being transformed into affordable rental housing for low-income families. This project is part of a broader strategy to revitalize the Poletown neighborhood by reducing blight, enhancing curb appeal, and fostering community pride through direct engagement and block-wide improvements.
Together, these efforts reflect Bailey Park NDC’s commitment to strengthening neighborhoods by investing in housing stability, sustainability, and community well-being.
